Much like with other Halo's like Halo 3 and Halo Reach multiplayer beta's were released to get the communities aspects on the game and features, having our feedback helped them make the game a little better and paved the way for the final build. Sadly though a beta is not in planning for Halo 4 which is unfortunate because multiplayer beta's are key to get your audience involved and see what the community thinks about the game. This being a brand new game under a new developer its surprising to hear that a beta to show what you've been working on so far.
While the official word is a beta wasn't planned or in development an actual quote says the following "We plan to test both gameplay and code features rigorously and at a meaningful scale throughout the course of 2012 to ensure a great experience at launch, but we have no plans for a public multiplayer beta" Interesting enough but you never know what the thinking behind this could be,being confident in you and your teams development is a great way to get hype for the game and what they show in the future can be extraordinary and we'll have to wait to get our hands on it till the game is released.
